Defining an Organisation

We need to be aware of the variation in the definition of an organisation. One of the reasons for this difference is that while some people refer to social organisation, in general, others specifically refer to formal or complex organisations. It might, therefore, be a good idea to suggest how the two are related. A social organisation might be simply defined as a group that has ongoing relationships, shared orientations and beliefs. A formal organisation is therefore a social organisation, which gains its distinction through the explicitness of its reason for inception (Bobbit et, al., 1974, p.10). The concept of organisation will, from now on, be used to refer to the latter.
 

Formal and Informal Organisations

A formal organisation may be defined as a group of people whose activities are rationally coordinated for the accomplishment of specified objectives. Of necessity an organisation is task oriented, in the pursuance of these established objectives. A system of roles is pertinent, by which the entity establishes some level of continuity and permanence. Membership is through selection, in which case individuals are generally appointed - and rarely elected. Division of work is necessary, and individuals are, to a great extent, dispensable. The operation of the Inflow-Outflow process, distinguishes an organisation from a number of other groups.

Organisation Members as Paid Employees

One important feature of organisations is that the members are paid employees with employment contracts (a UK statutory requirement), which determine the nature and boundaries of their roles. Organisations, nevertheless, specify roles to differing degrees - a factor that is usually structurally related. Most organisations are structured hierarchically, each with a supreme leader, a senior manager or chief executive responsible for their on-going operation this position assures the incumbent of internal and external boundary responsibilities. He or she presides over the affairs of the whole organisation, delegating to subordinates, tasks, responsibility, authority and power.

Individuals, in formal organisations, tend to be grouped, according to the tasks that they perform or on the basis of their positions in the hierarchy. Here, members may assume different roles as the situation merits. This is exemplified by promotion from within (whenever a vacancy is created), and the assumption of responsibility in an acting or caretaker capacity, where the bona fide incumbent is, temporarily, unavailable.

An Organisation as a Collegium

Some organisations are collegia, in which case they do not have a designated hierarchy, with most and often all employees having similar status. Individuals in a collegium may have either specific or negotiated roles. However, no one assumes the role of a managerial leader. The leadership, which rotates constantly, tends to be either situational or expert based. As is evident in groups which are not classified as organisations, the member of a collegium who has the situation under control at any point in time or who possesses immediately needed expertise in a particular area, is likely to assume the leadership role - for a limited period. While the figure, below, illustrates the collegium that exists in a particular London Advice Centre (Waterloo Action Centre), it must not be assumed that all other advice centres are similarly structured. It is also noteworthy that some advice centres, including some ‘Citizens Advice Bureaux’, have a defined hierarchy.

Exclusions from the Formal Organisation Group

Some exclusions from the label, organisation, are families, tribes, classes and ethnic groups. Included are factories, schools, colleges and local authorities. The first set of groups (above) does not fit the definition of organisation, because the incidence of birth, that characterise these groups, is not usually a requirement for membership of organisations. Another criterion for their exclusion is that organisations are characterised by the employment of a group of people who perform tasks, in pursuance of goals established by employers. This point regarding organisational goals is made, here, despite the author’s recognition of the existing controversy regarding their existence, diversity and congruence. While exploration of this debate is reserved for level three, the ensuing discussion assumes the existence of organisational goals.
 

Organisational Objectives

It is generally accepted that all organisations have objectives. These are derived from their strategic goals, which are long-term objectives, or desired state of affairs (see Tosi, Rizzo and Carroll, 1990) and are indicative of their intent to remain in operation. Objectives are the reasons for the existence of organisations. For example, their owners or sponsors may want to improve their financial standing or provide long-term employment for their workers. They are also the end results or what the organisation expects to achieve at the end of the day. The objectives of business organisations will incorporate their intent to make a profit (economic). There will also be a social aspect, which represents the way that the organisation hopes to be perceived by the society. These might imply the promotion of good industrial relations, and the provision of a service to the community.

Wolverhampton is a new and vibrant city and centre of commerce, strategically located in the West Midlands, and the Black Country, so named because of its traditional mining and manufacturing base, providing easy access regional and central governments, regional and national sporting, cultural and exposition venues. The Wolverhampton Airport, slated for development, will provide an even faster link to European destinations and the rest of the world than Birmingham International Airport currently affords.  Wolverhampton is only about 30 minutes drive and 25 minutes by train, from Birmingham International Airport. 35 minutes by tram from Birmingham Snow Hill, Wolverhampton is also 15 minutes by train from Birmingham New Street Station.
